The Underwoods are scheduled for their first major interview since Frank has become Vice President. The Capitol is quarantined and evacuated after a suspect package with white powder is sent. Frank gets locked in with Donald Blythe (Reed Birney). Claire preps with her publicist Connor Ellis (Samuel Page) and decides to do the interview solo. During a live mostly scripted interview with Ashleigh Banfield (cameo), which reveals much of Claire's background, Claire reveals that she had an abortion and that she was sexually assaulted by General McGinnis. She’s then supported by a woman who was assaulted by him as well. Jackie and Remy Danton (Mahershala Ali) lobby for votes to avoid the government shutdown. Meanwhile, as Lucas delves into Deep Web research, and his contact Gavin is revealed to be an FBI informant. Frank and Claire once again enjoy a smoke at their window, and Frank sings the murder ballad "Pretty Polly" for her.
